I think this is just another example of the powerful protecting their own interests at the expense of the ordinary 'bloke and blokess'. I read just a couple of months ago of the cover up of criminal neglect of several doctors and the hospital in Wales which actually took place 22 years ago and caused a boy of 10 to die of a treatable condition. (
http://www.bbc.co.uk/news/uk-wales-politics-18872493 ) His name was Robby Power from Ystradgynlais, Powys. This cover up (lies and rewriting of records) was condoned by the European court of Human rights.
Here is an extract from this document:
Why were lying GPs allowed to cover up our son's death? (

Quote:
"Will appealed to the European Court of Human Rights, but it also ruled that in Britain ‘doctors do not have to tell the truth or refrain from deliberately falsifying medical records’ - implying
that they can falsify records without worry. Such a judgment seems incredible - yet the fact is, unlike doctors throughout Europe, there is no duty of candour for British doctors."
Recently in spite of the more recent scandals about mismanagement and neglect in the NHS Jeremy Hunt is now protecting individuals that have falsified records from prosecution (
